Analysing the relationship between the evolution of education in terms of national policy and the way it is implemented, is becoming a major issue for national and European policy-makers and stakeholders. The STEPS workshop, organized by EACEA, the European Commission's Education Agency, on 25 June 2009, in Brussels, has dealt with this sort of analysis on a deeper and complex level.
